How the national minimum wage has effectively legitimised low pay

TWENTY-FIVE years ago this month the National Minimum Wage Act 1998 was passed, receiving royal assent to go on the statute book on July 31, 1998. The resultant national minimum wage was introduced on April 1 the following year. Source
